Shaken by the riots, Mayor Brown, Governor Hicks and John Garrett, president of the B&O Railroad, all wrote urgent letters to President Lincoln, informing him of their concerns. Garrett was a wealthy and openly Northern sympathizer who came from a slave-owning, pro-Southern family. During the Civil War, his B&O Railroad was at the service of the Union army and was, as a result, repeatedly wrecked by the South’s destructive raids. Brown and Garrett were as one in trying to end any future bloodshed on Baltimore’s streets. Each man wrote to Lincoln informing him that Union soldiers would no longer be permitted transit through Baltimore or be allowed to use the railroad, as it would encourage riots and imperil citizens, as well as the soldiers. Brown was concerned for his city; Garrett was concerned for his rails and rolling stock.

“The city,” wrote Brown, “was facing a vociferous army of howling wolves.” Governor Hicks added in his own letter that “it is not possible for many soldiers to pass through Baltimore unless they fight their way at every step.”

The first deadly battle of the Civil War had been fought on Baltimore’s streets, and President Abraham Lincoln declined to immediately respond to any letters telling him to stop the movement of troops to Washington.
